Supreme® Ballistic Silvertip®: Solid based boat tail design delivers excellent long range accuracy. In .22 calibers, the Ballistic plastic polycarbonate Silvertip® bullet initiates rapid fragmentation.

It has a CXP1 rating for small varmints.

If it where used on a Human would it provide the stopping power / or truama neccessary to be used for self defense?

Provided it had adequat penetration / no armor, no heavy clothing or other objects in front like having to shoot through sheetrock walls to hit the bad guy behind the wall.  Not my ideal choice of a home defense cartridge, Im thinking much larger much heavier much slower, how about .45acp or 12 ga.  The SBST223B is what it is - a varmit cartridge. If you must stay with .223 try a 69gr to a 77 gr Sierra Matchking.

I'm not crazy enough to use this for a home pro weapon. I use a 9mm with a large capacity for Winchester Ranger +p+ befriended by an Insight M6X.

This question is a curiousity question. I know it will hurt someone. I was just wondering if anybody has ballistically tested this round in gel or something. I will use Black Hills 77gr SMK like above mentioned for power and distance and Winchester M855 Penetrator for Barriers @ close dis. Not for use in Home in my opinion.

There is an inconsistency here you say use - VS / human's for self defense.  To me that sounds like home defense from a burglar.  I really think that if the bullet initiates rapid fragmentation that is not what you want for stopping power unless you are being attacked by prairie dogs. Bullets that perform well like Nosler Partitions and Barnes Tripple Shock on large game & human agressors, do so because they expand and retain their weight rather than fragment. Sierra Matchkings dont retain their weight as well but have an edge on accuracy due to a high balistic coeffecient. Energy transfer equals stopping power.  As a law enforcement officer if I need to stop a bad guy before he hurts someone I do not want a bullet that initiates rapid fragmentation.  I want controlled expansion. http://le.atk.com/ 
 (See link to SanAngelo Tx PD 3-9-06 ammo testing of the bullet you refer to it had total fragmentation) I'm thiking Tactical Bonded 62 gr soft point or the two I mentioned originally the Sierra Matchkings 69 gr and 77 gr ammo made by Federal or Black Hills.  the SMK's may fragment some but they hold together well enough to do the job, and you will note that Sierra does not recommend them for hunting - fragments of lead in the meat is a health risk.

NO --- It fragments too rapidly to defeat common bariers like car window glass, heavy clothing, sheetrock, etc.
YES---it will hurt someone and likely stop them (but can you count on the bad guy not being built like the incredible hulk from years of lifting weights in prison? Penetrating heavy muscle mass and bone may be required.)
