Since the scope's limited magnification and close quarter reticle defines a specific function, the elimination of creatures ranging from coyote to man why the need for the mil (MOA better of the two)system?  The rason detre of this scope is quick acquisition no?  Limited range say no more than 300 yards.  And if coyote hunters are to be believed 25 yards is normal and the FBI for humans 75 yards is max.    Mostly set at 1X with both eyes open appears useful if not why has the military adopted the Amipoint.   Also Trijicon has both eyes open at 3X.  So why not just a heavy post illuminated (MP8) reticle set at MPBR?  This is not benchrest this is killing.    ps; leave the pointing of scopes such as 1-6X or 1-8X for another thread.

The dots can be handy for coyotes at longer ranges and crows at any range. Not to mention the fact that it's tacticool and sells scopes. Coyotes around here can be 10 feet or 400 yards. Ya never know. The main thing is to know how to use the if the reticle is SFP. The calculations change with magnification.

A 1-4 isn't limited to certain ranges, it limited by the user.  Some like to dial in correction at longer ranges and a mil mil is simpler and a more desirable scope by most of the folks that will be using it like it should be.

I killed a yote at over 400 yards with a 4x tacticool scope.  Worked quite well

It is also available in MOA.  There are also quite a few 3 gun matches and such that have 4-5-600 yard targets and a duplex type reticle is just not fast enough when you are breathing hard so the reticle is very nice to have for drop reference.
