Which Scope?

I am having a heck of a time making a decision on which scope to put on my new Howa 1500  .243

I thought I had it narrowed down between the Weaver 6-24x50 Classic extreme illuminated reticle.

The Millet 4-16x50 illuminated reticle.  Or the Nikon Monarch 4-16x42 NON illuminated reticle.

I like the illuminated reticle of the Weaver and Millet for night predator hunting but the Monarch is known to be a great scope.

I also like the tactical turrets on the Millet which the Nikon does not have and the weaver says they are somewhat like tactical turrets but with caps?

Is this Weaver Classic Extreme the quality you hear about in the forums from back in 2009 time period or has the quality changed in this scope since then. I have read a few different things concerning this and where they are currently being made, China Vs Japan for quality purposes.

Also, how do the turrets work on this weaver? Are they what I need them to be for a fully functional Mil-dot turret scope?

from what i understand on the weaver classic extremes, if you looking at buying it from a certain competitor, they had weaver build them a special run of these for them and they are NOT to the same quality level, I do not know if this rumor is true or not, somebody please confirm or dispel this myth
