Looking to scope a new M700 .223 5R tactical.
Use will be for varmint hunting and target shooting.
I want to twist turrets and will be using a rangefinder.

I want to stay under $1000 for this one.

Been looking at a few Leupold scopes

VX3 6.5x20x40 EFR target fine duplex
VX3 6.5x20x50 side focus target fine duplex

Any better choices in your opinion for the money?

Zeiss Conquest HD5?
Vortex?

Been looking/reading posts on the varmint scope forum-guess I should have started there.

Seems I want a second focal plane reticle scope with turrets but I would also like to  have a reticle with a means for holding for wind, I realize I would have to set the scope to the calibration power to use the wind hash marks on a reticle like the Zeiss Z-varmint or the leupold varmint. I would primarily dial the elevation turret for range and not use the hold over reticle other than just for wind.

I am seeing a lot of scopes with mil dot and other SFP reticles. Of them which have fine enough reticles for wind holds for varmint hunting (and reliable adjustments for elevation turret twisting).

Goal is to stay at or under $1000

Looking at power ranges of 6-20,4-30

Sightron S3
Leupold VX3 or mark 4
Bushnell elite tactical
Weaver tactical
Zeiss conquest 6.5-20 with rapid z varmint.
Zeiss conquest HD5

If I end up staying with a standard plex reticle I am also considering the Minox ZA-5 in the 4-20.Any opinions on this one also?

I currently run Zeiss Conquest and Swarovski Z3 scopes on my other rifles and would like the scope chosen to have equal optical quality.

Thanks

The S3's have enough adjustment to do what you need and will have great glass.  Even the 10-50 has a good review on the glass.  I'd stick with the 6x24 or the 8x32 though.
