I would say Sightron.  Have not seen an SIII, but have a SII Big Sky and like it.  Glass is good and tracking is spot on.

My max budget would be under $1000, and yes I would be willing to consider other scopes.

Simply from the quality and repeatability aspect and maybe the fact the warranty is unquestionably the best should you ever run it over with your car or drop it off a cliff.
 
You will find that people do not own them and talk bad about them but for those who own them they are sold for life...While their is better glass nothing you listed is superior you would have to jump another $$$ to get better glass.

For a $1000 budget and primarily a target gun, perhaps also consider a tactical scope which will have much greater windage/elevation adjustment range:
