I would like some opinions on which of these scopes is the best and why. I will be using it for hunting deer and elk in eastern Oregon, i really would like to get a very nice scope that will not break the bank, and i think that i have some good options here but if there is something else that is no more expensive than the most expensive scope in my list please let me know.

It would be helpful if you could add a little more detail about your shooting experience and goals. We can guess from the reference to eastern Oregon that you will  be in more open country, but does that mean shots out to 300 yards or farther than that? It was good that you mentioned hunting deer and elk as the main goal. What kind of rifle and caliber (load) are you shooting.

Off the cuff, I'd say all these scopes are in the right ballpark for magnification range and objective size. If you feel you won't exceed 400 yards (and why should anybody for deer and elk?) and already have decent 1" rings, then I'd look at the 3-12 or 4-12 one inch scopes. While the 3.5-10X50 would have a greater exit pupil (more light transmission) at higher magnification, it may also require higher rings than a 40/42mm objective and that could affect your cheek weld. Consider that with the others you could go to 7-8X and have as much usable light as possible at dawn or dusk. That's generally enough magnification for most any shot under 300 yards.

I love the power range of the 6500, but wish they'd change the fine reticle to something heavier.  The Meopta and Zeiss are a toss up optically. I also think the nikon and vortex are about even.  Have not yet handled a Minox so I can't comment on it.
This really is a tuff decision and all them are fine scopes from reputable companies, thats why I'll leave the decision up to you.

With a selection like that, I would put them in a gunny sack and just reach in and grab one of them----like a surprise!!!

I ended up getting the Meopta Meostar 3-10x50 because i thought for the money it had the best optics, i got it at a local sporting goods store for 500 which is 150 less than any other place including swfa, unfortunately it was not an add so i could not do price match or i would have.
