sounds like a canted reticle to me. However, to be sure you should fix the rifle in a vise and see whether the elevation adjustment moves the reticle vertically or not.
Is this a Leupold? There were quite a bit of complaints of Leupys having canted reticles. ILya |

You have to have the rifle in a vice with a level on the rifle if you are going to use a plumb line. I assume you did this??

FYI: all levels aren't level.

Ideally, they should both be aligned. Assuming it isn't 'that' far off...
If you will be making elevation and windage adjustments with the turrets then you should align with the turret. In nearly all cases, the top of the turret will show you the alignment of the internal mechanism and that is what dictates the accuracy of your adjustments. If you will never make an adjustment to the turrets once it is zero'd you can level the reticle. However, you may have a bit more of a challenge zeroing it. If it was me and I couldn't/wouldn't get it fixed I would align the turret. |

I can't think of a single scope that I "always" dope or "always" leave at range.
If it is off, send it back; when you need it most, you aren't gonna have it. |
