Which 3-9x40 do you consider best of these three and why?

I'd go with the 4200 Elite 3x9 at $249 ....Rainguard and  way better customer service ...

If ya gotta have a Nikon , team Primos and Monarch are same optics ( Primos has the Bullet Drop Reticle though) and construction .. So --either one depending on your reticle choice would be my first choice.

+1 i own two out of the three you listed and eventhough the monarch and 4200 are very close optically i would spend the extra $50 for the bushnell

I asked the original question to determine which was the best of those Monarchs. Then I was going to decide between it and the Bushnell 4200.

But after doing a lot about the 4200 here and elsewhere, I skipped step 1.

I just went with the 4200.
