What rings do I need?

I have a Simmons 22 Mag 3-9x32 AO that I'm trying to mount on a Remington 597 .22 LR.  In order to get the eye relief I need, the front objective bell sits directly on the rear sight.  I bought a set of Weaver Quad Lock tipoff rings to try out, but they sit way too low.   Like I said, the front bell rests right on the rear sight. 

I don't want to dismount the iron sights.  I'll go with the see-through tipoff sights if I have to, but they seem way to high.  Looking around, I see that some rings come in Low, Medium, and High... is there any way I can know roughly how high is "High" compared to what I have now?  (I'll just assume these Weavers are "Low" because they just are, dangit...).  Do you think I should go with a "Medium" or a "High", or should I just bite the bullet and go with the see-through rings?  Lacking a real reference, I'm not sure how much higher I need to go to clear the rear sight.  Probably less than a quarter inch, if that's any help... Mostly, though, I'm just confused about what they mean when they say Low, Medium, or High. Any help would be appreciated...

I'm still having issues with this... I bought a set of Weaver see-through tipoff rings and got the scope mounted up over the rear sight.  It works, except for the eye relief.  I have the front ring mounted as far forward on the receiver as it can go, and I have the scope mounted as far forward n the ring as it can be, and I'm still crowding the scope.  I have to hold my head waaaaaay back off the stock to get the proper eye relief.  Any ideas on how I can move the scope an inch further forward?
