I'd like to see the .22 holes I punch at 50 yards,  I was thinking of going 6-24x but read that 24x glass sucks in the price range i'd like to get it at.

 
Would 16x be any better?  would it allow me to make 1/4" groups at 50? 
 
 
What magnification do you use at that distance?

I use a Leupold 3-9x33EFR at 100yds. But I use shoot and see targets that change from black to orange. So seeing hits is easier. But I have used it with normal paper targets at 50yds and had no problem seeing hits.

Higher magnification will not decrease the size of your groups. Make sure you get a rimfire scope or one with an AO that goes down to somewhere between 10 and 50 yds. If the closest you are going to shoot is 50yds. Most rimfire scopes are parallax set to about 50yds and rifle scopes are usually about 100yds.

What is your budget? And is this shooting range indoors or outdoors.

A 3-9x AO scope with good glass would easily suffice for that work. The Weaver RV9 is a good choice there if you want to spend around $220.
However, if you're running tight on your budget, check out SWFA's Vortex Crossfire 4-12x 40mm AO model. It has a relatively fine crosshair, ok glass, an adjustable objective that is ideal for rimfire use (focus down to 10yds) and zero resettable turrets that track reasonably well (though not perfectly), and runs about $100 right now. I have on on my suppressed 10/22 build, and it exceeds the capabilities of that rig at 50yds.

Another good choice is a Mueller APV.

For high end ($300 or so), try a Weaver V-16. Beyond that, you get into the Leupold EFR and Mark AR rimfire models.
