I am looking to get a Vortex Viper 6.5-20X44 or 50.  Any opinions?

Will the $400 - $500 get me 90-95% of the way to the top-end US/EU models?

Vortex is probably the best in the price range when you consider features, and over all quality. It is very likely that you would be very pleased with this scope for most applications.
As far as the second part of your question, more in the 80-85% bracket.
