Need a decent scope for my CZ 452 22 WMR.  I's like to stay under $200.  I
have heard decent reviewsof the vortex diamondback 2-7x35mm rimfire scope.  I also like the Weaver 3-9x32 AO classic scope. I'd like something lightweight as well.  mostly used for hunting and plinking.  also saw the bushnell 3.5-10x36 banner scope.
 
Any feedback or suggestions?

You can get a Vortex Diamondback 3-9x40 for $189.95.  Koshkin did a comparison of scopes under $200 if you can find the post.  I have the Banner 3.5-10x36 on my 17HMR and not really happy with it.  A/O's not necessary and usually don't work the greatest on lower priced scopes.  Think you would be much happier with the Vortex IMO.  Never had a weaver so won't comment on it.

Weaver's RV9 3-9x32 w/AO is an awesome little scope but in my opinion it might be little bit of overkill for hunting and plinking. Plus fiddling with the AO can slow your shot. If you were looking for high precision shots that would be another story. For your requirements I think you'd be much happier with Weaver's RV7 2.5-7x38 rimfire. It's a nice little scope, comes in way under your budget, and is set to be parallax free at 50yds. The optical and mechanical quality of this little scope is top notch. Head and shoulders better than anything else in its price class.

A step down in optical and mechanical quality but still a good scope is the Mueller APV 4.5-14x40 w/AO. It's not in the Weaver's league but these are really popular with beginning rimfire target shooters on a tight budget.

Which rings would you recommend to go with the Weaver RV7?  I plan to keep my 10/22 stock so I need rings that will allow the scope to clear the rear iron sight.

Good question. I'm not sure if you need medium or if low will clear the rear sight. The photo below is a 10/22 with a Weaver 4x32 shotgun scope in low rings and the length is about the same. It's just a tad low to clear if you need it any further forward.
