Aside from the Leupold hand held spotter, can some one suggest a good quality variable power (hand held) monocular in the $75-$200 price range

I'm not sure I know what you mean by a variable monocular.  If you just are looking for a small spotting scope in that range, you can get a Bushnell Trophy spotter for around $190.  These have good quality optics and will provide many years of yeoman service.

What if the hokey pokey really is what it's all about?
