When my father in law passed away a few months ago, I inherited a nice little Ruger 77/22 that's gotta be decades old.  My first thought was that I needed to upgrade the optics, since I had never heard of the scope that was on there.  I figured that it was some sort of re-labeled mail order catalog piece.

And then I took the Ruger to the range today...

Before I had a hundred and fifty rounds through it, I'd gotten comfortable enough with it to find out that it liked the CCI Blazer brand ammo.  What's more, it grouped ten--yes, ten--rounds into about an inch at fifty yards.

And it did it with a Valor Luma-Glo 4x32 Image Moving Nitrogen Filled #20244 scope that also has the words Japan PE 71971 on it.  It's glossy black, 11 3/4" in length, click stops on the adjustments (although they don't read the amount, each click seemed to move the shot about 1/8-1/4" at 25 yards), and it has a 1/16" silver ring around the objective that's about 1/8" from the end.  The reticle is fine cross hairs and it will let you turn the eye piece for fine adjustment (although I didn't notice a whole lot of effect from doing so).

I still want to upgrade the optics, but I was wondering if anyone knew if this was an old re-labeled Tasco or a Bushnell or a whatever?  It's hard to argue with the results it gave, but I was just wondering where this old warhorse could've come from.

It was a sunny day, so brightness wasn't an issue at the range.  When I got home, I waited til just before dusk and then got out my Leupold M8 4x Rimfire Special and the Valor didn't "seem" too bad by comparison--the Leupold was brighter, but the Valor held it's own in distinguishing between brown foliage and a brown sided barn I was looking at in dim light--when I looked through first one and then the other...

Any thing you might add would be appreciated.

That's before my time.  But judging by the silver ring and seeing other "off brands" that have used it, I would surmise that it was made in one of the factories tasco used in Japan.  The old Japan tasco scopes were actually very good scopes, its the later China crap that gave them such a bad rep.  I have seen such scopes bring big bucks (depending on condition) to collectors that want to make a vintage gun look vintage or "right" for its period.  IE: Pre-64 collectors.
