Tight power adjustment ring?

Hi guys

I just made a trade for a rifle that has a Leupold VX-I 4-12x40 scope.
The power adjustment ring is very stiff. It is consistent thru the power range, but stiff.  Is this common on these scopes? I loosened the rings to make sure it's not in a bind, and it made no difference.

some scopes are really tight work it a few times and see if it gets better.

Leupy's have long been known to have tight - to - turn rings. You could send it in to Leupy but, at this time of year, it might take some time to get it back. 
If we're not suppose to eat animals...how come they're made of meat?

spray a little WD -40 around it and work it in, should free it right up.

Using a hair dryer warm up the lubricant by heating the outside tube stopping every once in awhile grasp the scope in one hand the power ring in the other and wrench it back and forth several thousand times.

Is it mounted?
 
Sometimes rings that are too tight stiffen up adjustments.  I have seen it on parallax adjustments, but maybe magnification rings as well?
 
I dunno.
