I prefer to think of it as amplifying the light, or sucking it in, or creating light even.  "Transmission" is too limited, too defined.

A good scope creates light, I heard it on the range by a dude wearing camo.

In my experience, the best scopes have two undeniable qualities - at least to guys wearing camo at the range:

1 - a US company has them made (somewhere, anywhere, but rarely the US); and
2 - they automatically adjust light generation based on the distance of the target.
