WARNING if you install Talley Lightweight ringmounts for Tikka.  Be sure that the safety will properly engage following installation. Some sets of ringmounts are supplied with 4 reciever screws of equal length which is not correct the front reciever screw shoult be shorter in the 30mm High ringmounts.   Other height and sizes mounts should be checked to make sure the safety works properly if it does not the issue is length of the front screw.
 
Installation of 4 equal length reciever screws allowed the bolt to close without any appearance of binding and allowed the trigger to be pulled however the safety would not engage.  Removal of the front long screw allowed the safety to engage properly and installation of a shorter screw allowed the safety to engage properly.   I have contacted Talley and reported this problem.  
 
Always keep your firearms pointed in a safe direction and make sure they are in proper working condition if you are not qualified to check them for safe operation see your local gunsmith.
 
These Talley Lightweight ringmounts are excellent mounts some of the best available but make sure your safety will engage properly.

Gary was right on top of it - he sent me an e-mail asking for my phone number.  I have a lot of confidence in the Talley rings.  It could be limited to the Tikka T3 in WSM cartridges even at this was a 300 WSM rifle and they have a much larger than average cartridge case size.   Good responseiveness from a concerned manufacturer. 12-29-2010  I spoke to Gary Truner today and he agreed that the wrong screw was included in the packaging.  He oversees operations and will see that the problem is corrected. He offered to send me some additonal screws at no charge since I use Talley lightweight rings on multiple rifles and really like this ringmount system.  He seems to be a great guy the kind that I definately want to continue doing business with. We both agree that it is quite unusual that  --   having a screw too long in the front hole, that the bolt would even close much less close without any sign of binding which would allert you that the screw was too long.  Gary doesnt have a Tikka yet but I suggested that he probably owes himself one after a busy Christmas season.

 Potential for a BAD situation there!  You two nipped that bud quick,Wes.   Thunbs Up
 
 Are the locking lugs on the T3 coned?  If so,and the screw entered in that area,maybe that's why the problem couldn't be detected.  Maybe not a bind but enough to force the bolt to the rear just enough to cause the problem.
