Where do SWIFT scopes fall in to the grand scheme of things in the scope world?  I am more curious than anything, but am looking at the Premier line. the 309x  40mm.

My usual scopes are 3200's, Fullfield II's and Diamondbacks.  Remember I am poor, I would love a 4200 or Monarch, but it ain't happening for a while.

I would rate Swift Premier below your existing arsenal of scopes.
 
NB!  Have experience of one (1) Premier only, my friends. He traded it for a Fullfield II.
That Premier was Made in Korea, one step above the rest of Swift´s line of scopes.

I had a Swift 3-12 for years (over 10).  Used it to teach 3 of my 4 daughters to hunt.  It is a very good scope for the price.  It IS Korean made... better than the price and better than many that cost a lot more.  I rate it easily within the range of scopes you listed.  It is a true value. 
 
I gave it to someone who had a greater need...

I ended up buying three Swift Pemier 6-18x44 scopes (all the discontinued model 669M).  Bought first one well over 2 years ago, tried it and liked it enough to purchase another two for a very discounted price when the model was discontinued.  All three are mounted on centerfire rifles from 257R to 30-06s.   I've had no problems with them and have no complaints about any adjustments: A.O., elevation, windage; or the clarity of the optics.
