I have a 4-12x50 scope that needs to be refocused when you change the power, is this a common problem and is it better with some other scopes? Do the new models with 5-6 x the lowest power still have this refocus problem?

Give us a little more info.
Are you talking about focusing the parallax adjustment or the reticule?
In either case it should not change when zooming in or out.
Does this happen when zooming in only or zooming out or both ways?
My thoughts are that you did not focus correctly in the first place and it becomes noticeable when zooming in.
Also make sure that you have focused your reticule properly by looking at the sky and then focussing your ocular lens till the reticule is sharp and black. Do this in short bursts so that your eye do not compensate.

also, if it is the reticle that you need to keep refocusing, might want to make sure your not accidentally turning the focus ring as you change magnification levels..

Look at the reticle, then look away and make a MINOR adjustment, then look again. Continue as needed till the reticle is at its sharpest (immediately when you look through the scope. The reason we say look away and come back is that, if looking at the reticle for too long, your eye will adjust to the "out of focus" reticle, but any use with reticle and target will leave something fuzzy.) And do all this with the scope on the max power setting. |

Someone suggested you focus you ocular lens with the power on its highest setting. Then when you turn it down, it might be O.K. I have no idea if it will work, just passing something along.
