 It is also available on the fixed power scopes. I believe the reticle and erector is being designed right now for HD line of scopes...

Yes, but how does it work? Is the reticle part MOA and part MIL?

It is a MOA based variant of the mil-quad. Meaning the reticles share apperence, but the MOA reticle is all based on minute of angle sub-tensions. 

 The biggest reason it was introduced in the classic line first is there was already an MOA based erector in place. (At least that's an educated guess on my part.)
