Does anybody have a review on these? I did hear that they are made in the Philippines. Just wondering about the the glass compared to the SII big sky?

I have not seen it but from the price point it looks like you are getting a lot of features for the cost.  I like that since the adjustments are in 1/4 MOA clicks the reticle is also MOA based.  The 3-16 power range is a great choice.  And even if the glass was S1 quality it would appear to be a very functional optic.  Try to keep in mind that having a scope that holds its zero and has repeatable adjustments is a really important factor.  Needing high end HD glass makes scopes expensive where this looks like a good user grade optic. I wouldn't mind having one, I liked my S1 just fine this looks to have a lot going for it.

I have not spent a whole lot of time with this scope, but the optical quality is definitely better than S1.  I think it is between S2 and S2 Big Sky, but with a very useful power range.

I have the 4-20x50 with the MOA-2 reticle on my Savage 10FP-SR in 223.  I really like the scope so far, the glass seems good to me, not as good as my SS 5-20 but better than every Vortex PST I have ever owned, in my opinion.  I have had no issues using this scope at dawn or dusk during coyote hunts.  The covered turrets are nice when out hunting, don't have to worry about bumping them and easy to leave off when at the range.  The only thing I don't particularly care for is the three ting allen screws used to hold the turrets on, but this is common for scopes in this price range.
