A co-worker bought a 7mm Rem mag, with scope, from Wally World.  The scope is a Simmons and it is at the very low end of the market.   It will not hold zero.  Not only is it pretty poorly made, but it is sitting atop and briskly recoiling rifle which may account for its irratic behavior.  He's in a panic because he's going hunting on Friday.
 
He has a Sightron SI.  He'll be hunting in western Washington with lots of vegetation, so the ranges will not be great.  The glass should be adequate for the conditions.  I own an SII, and it has worked very well atop a 270 WSM.  Will an SI tolerate the recoil of his rifle?

Yes I have one on a 30-06 and it works just fine. The S1 Sightron scopes are an excellent value.  If he were looking to spend a little more I would say the Nikon Team Primos 3-9x40 or the Bushnell 4200.  But the S1 will do the job.  I will also note that the rings and base may also be suspect so I would recommend you use Warne rings and base or Leupold, burris, Talley any of these are better than the weaver.

Allot of folks blame the scope when in reality the rings maybe at fault ( misaligned or simply  loose screws ). I have even witnessed a few scopes let go at the range from their rings or mounts that had to be visually wobbly prior to firing . It never ceases to amaze me. The range guys have some incredible stories of folks getting whacked by their scopes, launching ramrods down range, etc.  Scary stuff.

I also am let to believe that there maybe some other issues involved, ( rings, bases, Ect.)  Make sure everything else is correct before ditching the scope.  I am also a firm believer in putting the best optics you can afford on your rifle, if you can't afford decent optics, you can't afford the rifle.
