I want to put a 3-9 variable or better scope with illumination for low light on a Kel Tec SU-16C. I do not want to have to remove the scope to clean the gun. This means the scope must be no more than 10 inches long. Budget says $200 max. Want very light weight and able to withstand rough duty. Are there any scopes that fit these parameters? Would appreciate any advice or comments. Thank you.

I'm not an optics expert (far from it!), but I have a reasonable amount of experience with illuminated scopes since I mainly do nighttime hog hunting in Texas.  From my experience with illuminated scopes, you are restricting yourself quite a bit with that budget. 
 
Honestly, I wouldn't be inclined to recommend most illuminated scopes in that price range.  Either forget about illumination or save your money until you can afford a decent one.  Unless you find something used or at a major sale, you'd have to get up to about $500 to get a respectable quality illumination.  The Bushnell Elite 4200 with the German #4 is a good one, but it's pretty large.  The Leupold VX-R is another decent one which is much smaller in dimensions.
 
 
Bushnell Elite model 422152M is $449.95 on SWFA.
 
Leupold VX-R, depending on the model, is roughly $500+
 
I've heard good things about the Burris Fullfield II's which are currently on closeout for great prices on SWFA, but I don't have any experience with them, so I can't speak to them personally.
 
Burris Fullfield II - stock number 200156 is on closeout for $199.95
 
That would probably be my choice if your budget is really tight.  You can always upgrade later if needed.

There really aren't any scopes that will fit you well within your budget.

The problem is that the rail on the Kel-tec is pretty short and you need both a fairly short scope length AND fairly short eyerelief.

I am currently testing Leatherwood CMR 1-4x24 on it and it makes for a nice fit.

Vortex Diamondback 2-7x35 should work OK.  Same for Burris FFII 2-7x35.

However, in my opinion, this rifle is at its best with a low power scope.

Have stumbled across Aim Sports scopes. They have many short scopes of many varieties.
However - they are made in China - yes I know about the China thing regarding scope quality in general.
I have been trying to find reviews about their products but can't find any. Anybody know of any reviews?
Their website is   --XXXXX.com-----    These are short 7" to 10'' scopes which would be perfect for AR's etc if they are any good.

It violates the rules to post links to othere optics dealers web sites.  The correct scope would be the 1-4 Super Sniper at 10.4 inches but it' quite a bit over your price range.   Really short variable scopes are usually crap they tend to have very short eye box  where the image is in focus so not user friendly or good for quick work.   Here is what a good one looks like:
