NIce article.  Noticed pistol velocities cited were a mix of real world and factory claimed.
 
Article shows that TAP ammo works per design, limiting over penetration issues in an urban environment.
 
I would take issue with the example of marksmanship of cops 2 yards from the victim and citing that as generic inability of all handgunners.  It is poor training via limited budget for ammunition.
People will be as poorly trained as they are allowed to be.

What this does reinforce is the notion that, within reason, bullet design is more important than caliber and velocity in terms of ammo effectiveness.  I was very surprised by the similar penetration and wound cavity results between 9mm, .357 Sig, .40, and .45!
 
This has definitely made me rethink my choice of Hydra Shocks in my .45.

think current statistics have most people surviving from handgun wounds. . important selection criteria is a least 200 rds of the intended ammo thru the chosen gun. caliber is certainly a standout in the .45 as it doesn't need to expand to be effective, usually the problem is getting a smaller cal. to expand to .45 to be effective.
mostly the article says that you can expect a higher failure rate with calibers less than 45., and that bullets designed for target, amax and smk work very well at reduced velocity.
the best bullets for "killing" are hard cast bullets with large melplats shot around 1200 to 1400 fps in large cal. 44 and up , LBT has known this for years. however these will never make the fbi list as they are not leo offerings. if one elects to follow leo footsteps then go for the thumb strap holsters, and verbal warnings before you shoot also.
