Just mounted a 3.5x10 40 Leupold on a Ruger All Weather Hawkeye .300 Win mag. This time I used
a fat wrench. Torqued the rings to 20 inch lbs and the bases to 30 in lbs as stated in the Ruger video on scope mounting. This was the first time I used a torque wrench. Man it sure did not seem like it was enough torque. I have mounted about 7 rugers before and got the base and rings much tighter. Is 20 and 30 in-lbs enough, seems so light to this old ham fisted mechanic.

20 in/lbs is all you need for the rings.  I had the same reaction the first time I torqued rings to spec with a proper torque wrench.  When I think back to before ... yikes!

I know what you mean. If you're still in doubt and want to test it out, put the long end of an allen key (if the screws are hex head) in the screw head and use the short end in your fingers to tighten it or if using a T-handled wrench (more likely with Torx) grasp it right in the middle and try snugging them up just a bit more. If there's very little resistance, it might mean the torque wrench is miscalibrated or just not that good. But don't overdo it.
