can someone tell me why it is said that a scope should be as low as possible to the bore?

It is because it is usually easier to get a repeatable cheek-weld to the rifle stock. A repeatable cheek-weld is important because it helps eliminate parallax issues and allows the shooter to find the "eye-box" of the scope easier.
