Aside from mirage, I can make out .30 cal holes just fine with my cheapo Bushnell 18-36X50 when it is set @ 36 out to 300 yards (maybe further but I haven't tried it). For those of you who shoot out to 600 and beyond, what is the minimum magnification that would cut it. I would assume too that it's also a combination of having good glass too, i.e. better glass and lower mag is better than crappy glass and high mag. (For that matter, I can make out the holes @ 300 with my NF scope set @ 10X. However, I can't see the ruled lines on the target with it or really make corrections).

I'm guessing 65 or 70 with better quality glass. I'd really like to keep this under a grand so I can't really talk alpha glass.

I don't know how far you can expect to see bullet holes with ANY glass. A great deal of it depends upon range conditions at the time.
The only serious long-range shooting (NRA High Power and PALMA) I've done has been with a team working the pits, pulling targets and marking the bullet holes with 3 or 6-inch (depending on distance) cardboard spotting disks after each shot (slow fire). In the Rapid Fire events you don't have time to peek anyway.
You didn't need good glass for scoring, but all the experts had the best glass they could get for reading mirage. Money was no object for these guys, and almost all (probably 90%) of them used KOWAs.

JonoMT, I am currently looking for the same thing.  I found a Nikon 20-60x82 ProStaff Outfit and I am wondering if it will do the job.  Iam going down to SWFA tomorrow to check it out. Let me know if you find something or hear about a good spotter.  Howdy
