Just rebarrel it... Get one of the better brands of barrels.  Why waste the money on setting the barrel back?

There is something else going on
Sakos are shooters
I have 1959 243, my dad 1966 22-250 and both shoot .5 at 200 yards
I just bought a late 70s model 25-06 and expect it to be tack driver as well

Is this a gun that previously shot well ?
Ammo change?
Barrel been cleaned well?
Check crown?
Scope mounts tight ?
Scope defective?

Basically, I sincerely doubt the barrel is shot out and there is reason it is not shooting well

I put a tool, the one where you screw the cartridge on?and has a rod inside in it to hold the bullet in place to touch the rifleings when you take it out to measure it?well the bullet only fit in the case like a 1/8 th inch. If that.that told me the throat was gone.my dad owned the gun sine new in 69,so im sure he shot a lot of prairer dogs with it.deer hunted too.

Sakos have long throats, that is normal
I would clean the barrel really, really good, chech the scope and try some different ammo
Both of ours have a lot of rounds though them

I really, really doubt your barrel is shot out

I concur with CC.  Try some good copper solvent and then go back to the range.  I've picked up a couple of guns over the years that were supposedly "shot out" only to clean them and they shoot good afterwards.  There was an article years ago, cannot remember the magazine, the article was titled "Cleanliness is next to accuracy?"
