I have a 700 SPS Tactical and I have a question before I purchase a base and rings.

Will low rings on a base plate leave enough clearance for a 44mm scope, or will I need mediums?

That will depend upon the type of base, type of rings, and brands of those as well.  None of them are the same. 

What ones are you looking at getting?

Also what is the size of your scope tube?

I am looking at an EGW 15MOA base with a set of Millet rings. I'm trying to get the scope mounted and start shooting for around $100. I'm open to any suggestions.

EGW bases are pretty tall vs other brands of similar style.  With one of those I would say you could get away with low rings. 

I would get these rings instead of millet though.  Millet anything is junk IMO.

If you are willing to spend a little more, you could have a huge jump up in quality with these.

I have a set of millett rings on a 300RUM that I zeroed 6 yrs ago, and haven't had any trouble. I may just be lucky though.

I like the TPS rings. They're less than 15 more than the milletts. I'll probably give them a try.
