ring or scope issue??

forgive me if my explanation or terminology is not up to par.  i've got a vortex viper pst 6-24x50 mounted in a dnz game reaper medium height mount on a weatherby vanguard.  i'm new to tactical style scopes so i'm not sure if my issue is scope or mount related.  i've mounted everything up and attempted to boresight the rifle.  with the elevation turret bottomed out (down) the crosshairs are way above the grid.  even when maxing the turret out up the crosshairs are barely at the top of the grid.  what gives?

ps i did check to make sure that the mount was not backwards, it only fits one way.  the slightly higher base is in the rear.

Sounds a lot like a mount issue. Try a different brand. Talley's are among my favorites. Is this a new, unfired rifle, or have you shot it before with a different set-up?

Without knowing the rifle you are using it is impossible to tell what you have going on. Can you look thru the barrel and see if it is near to where you have the scope set. Make sure the bell of the scope is not touching. Shoot it to actually find out what is happening. It could be in the bore site setup. If this is on a Ruger 10-22 it could be the barrel lug is loose. If the rifle has siron sights did it hs where aiming before adding the scope?

It sounds like you are using an optical boresighter. These can be off by long way, I would try looking through the bore to see if you are close.

 Also, is your PST new or used? If used, are the zero-stop shims in the elevation turret?
If it is tourist season, why can't we shoot them?

The gun is a Weatherby vanguard sub moa in 300 wsm. The pst is one I had on an AR that saw less that 20 rounds when mounted. It does not have zero stops installed.  I guess a range trip is necessary,  I just didn't want to shoot it yet until I'm somewhat close to knowing where I'm hitting.

Take the bolt out and look down the bore. Sight thru the bore at a point 50 or more yards away, Then set the cross hair on that point. This is the easiest way to start out.
