I just purchased a Remington Model 700 XCR tac. LR. I was looking at The Nikon M-308 which comes with elevated 20 MOA one piece mount. with this scope set up would i get a zero cant base or the 20 MOA cant base? Is 40 MOA between the base and the mount to for sighting in at 100 yds and shooting targets out to 800 yds ?

I would not recommend running that cantilever mount on a bolt gun, getting proper eye-relief will be difficult to say the least. Those type of mounts are made for AR's. If you are set on that scope I would suggest a good 20 MOA rail, and TPS low rings. http://swfa.com/TPS-Tactical-Scope-1-Rings-P41891.aspx

Nikon specs show 40moa adjustment for that scope. That's not much if you want to go from 100 to 800 yard zeroes.
