At what power does an AO become necessary?  And is it more to compensate for lesser quality glass or is it just a "magnification and distance" thingy?  Thanks.

You are talking about parallax adjustments. Weather it be an adjustable objective or side focus. Being able to adjust the parallax becomes more important with magnifications above 9 x. Below 9 x non adjustable parallax scopes have a set parallax setting at a given distance. This varies by the scope. Some are set at 100 some at 75 and so on. All scopes have parallax issues no matter how good the glass is. Parallax can be overcome by the eye being as close to perfectly centered behind the scope. The above article will help you understand what all is involved in scopes.

General consensus is anything over 10X.  Primary reason for the AO is to correct for parallax at various distances although as you adjust the AO your target/image will get clearer.
