I have just bought a bushnell elite 4200 to replace my old bushnell banner on my rem 700 bdl.  It has weaver rings on it; in past pretty solid.  Should I use same rings (I assume its that same tube size???) or buy new rings and mounts.  New at this stuff

 There's no reason you can't reuse your old rings IF they are the correct height to provide enough barrel clearance with the new scope's objective bell. You are correct, the tube is the same diameter.  Just be sure to allow for the slight rotation of the tube as you tighten down the ring top straps. With the screws on only one side, most Weaver rings are notorious for this phenomenon. Just be patient, it may take a couple or three tries to get it right. Also, the screws thread into aluminum so don't go caveman on them when tightening them down or you may strip the threads.

The other question that I had was that while I "think" the mounts/rings are solid, not necessarily based on any facts because I don't shoot this gun that much.  Should I stay with the mounts or "upgrade" and if so to what?

 If you take care to degrease the rings and the tube prior to assembly, you will find them to hold very well. Many hard-kicking African rifles have scopes mounted in Weaver rings with no problems. Not the most glamorous rings out there, but they have worked just fine for many, many years, all over the world. Since you've been happy with them so far, and you already have them in hand, I see no real reason to go to anything else. If you do, you will only get something "different" not necessarily "better".
