I have to replace the DNZ ring/base combo on my rifle, a SA Remington 700. Going from a 1 inch to a 30MM.

Gun is AAC-SD 308. Do I need a 20MOA base or not? Thinking about getting another DNZ unless someone can suggest something that is better for the money, or lighter.

Scope will be a Minox ZX 3-15x50 with german #4 reticle. I mainly hunt with gun, and have potential for a really long shot, ie 300 to 400 yards.

Ok long for me. I have one spot I could shoot a hair over 500.

I don't think  you'll need the canted base.  out to 500 shouldn't be an issue.
