It looks like a moving ring with a single reference point, just in front of the zoom adjustment ring? 
It also appears to be right where the eyepiece meets the body of the scope?

It most likely is some sort of lock for the eyepiece. Either locks the eyepiece to the body or locks the zoom or locks the focus.
