I'm a fairly new shooter looking for a budget friendly spotting scope. I'll primarily be shooting .22, .223, and .308 at 100yds, occasionally shooting .308 at 200 and 300yds.

I'm looking for a something that I'll be able to see the holes on paper targets at 100 and holes on reactive splatter targets at 200 and 300.

My budget really tops out at ~$250 right now, I know Buy Once Cry Once, but I have other commitments this year that make spending $1-2K for a lifetime purchase out of the question. 

I've been looking the Vortex Nomad, Celestron Ultima 80, Konus Konuspot and Redfield Rampage. 

Am I totally out of line looking at those options for what I want to be able to see? Thoughts on those that I listed?

The Rampage has gotten some good comments.  I'd also suggest the Zen Ray Ridgefield as well.  What you list should be good for what you say you need to see at the ranges you need to see it at.  I've spent a fair bit of time with the Ridgfield and like it a lot.

You better factor a tripod into the equation too.  That is a simpler deal if you are going to be looking at target holes off a bench.  The Rampage comes as a kit with a short tripod included.  If, however you need to set up and use it standing, then you can more easily skimp on the scope than the tripod.

A serviceable tripod will tag you around $100 minimum.
