Picked up a set of Warne rings and put them on today.  Warne's are vertical rings and the directions say to tighten the bottom ring screws first.... then adjust the scope for eye relief and reticle orientation.  At this point, the bottom screws are very loose.  I was unable to move the scope in the rings to do the adjusting because the front rings seemed to grab the scope!  Does this mean that the rings need lapping?

don't remember having this issue with Warne rings before.  Should I just return them and try different pair?

I don't think you could really lap Warne rings.  They way they tighten up would make the lapping very uneven if you could do it at all.

Is it possible that the lower part of the ring is actually too loose allowing the rings to pivot as you manipulate the scope causing it to bind?

Can you tighten the lower mount more and keep the top mount as loose as possible.  This would help hold the rings concentric.

Lapping this style of ring is something I haven't done, but the design isn't really lapping friendly IMHO.
If I was going to attempt a lap job on vertical rings I would secure the lower screw(s) and then tighten the upper screws until your lapping bar just had slight pressure, and then give it a run.

I really like the burris sig series of rings.  I'm not sure what you are wanting to pay for rings though.

I like the Burris SS rings, but on some rifles the vertical rings look so much better, and are more compact.
