I want a mil-dot scope for a PCP rifle. I love the Hawke 6.5-20x42 SW Tact. The Ill ret is the selling point. BUT at this time I can not afford one. Who makes an Ill mil-dot that is in the power range of the above Hawke, good optics,  but more in the $200 or less range?

Good quality high magnification optic for $200 is kinda like a unicorn: everyone has heard of it, but noone has seen it.

I am not aware of a 6.5-20x scope for $200 that is actually worth the money (IMO).

There are a couple of 5-15x42 Bushnell Elite 3200 scopes on the SampleList for $250.  Perhaps you should try one of those.

I want an ill mil-dot scope for night time rat sniping. Hence the need for ill-mil-dots. Shots will be close (20-50) yards. Day time shooting out to 200 yards on paper. Again, for a PCP air gun.
 
Looked at Barska, Konus, know nothing of NC Star and Nikko Sterling.

I cannot see your need for mildots. Mildots are used for ranging.
 
A normal illuminated reticule scope should work equally well. If you light the target up (spotlight) illuminated is not needed either.

8shots, during the night I will be hunting rats at varrying distances. I hunt varmints also. The mils will be used for distance. I will have a mil-dot scope lable with the impact distances printed and taped inside of the flip-up cap for reference.

you don't need high magnification for only out to 200 yards.  if you're shooting at 20-50 yards frequently it wont be possible either.  you want something like a 3-9x40 or 4-12x40.

You are missing something here -   for a scope to be bright the combination of power and size of the objective must be correct.   Ex. 4x28 or   6x42   or 7x50 or 8x56
Air rifles are very hard on scopes the recoil is different than a centerfire so I would suggest a fixed 6x.

I love the reticle. If you have not shot airguns, or shot them at distance, it is addictive.
 
Guys, I have the SS 10x42 (.308), 4200 6-24x40sf mil-dot (.223), Legend 5-15x40 mil-dot(on and air rifle, .177), Simmons 44Mag 6-20/24x44 mil dot ( .22 air rifle), Weaver V 16 dot ( on an air rifle), and various other scopes, Lupy, Bushy, Swift, etc. I like the above reticle, I like and use high power scopes on air guns because I like to hit where I aim. Not bragging, but I am damn good at what I do. That is why I have so much money tied up in air guns. It got to the point to shoot that one had to go for miles to find a place to shoot. With my air guns I have only been turned away once when I have asked to shoot varmints on a property. I have been asked to prove that I can hit "that rock", or even laughed at ( I don`t take it personal), because the farmers don`t know what a high powered air gun is capable of. Example, I got to a farm, see and older guy and ask if he is the owner. Get a yes, what can I do for you? I get out of the truck and explain that I hunt the XYZ farm, the 123 farm and 00001 farm. Before he can get a word out I present a pellet. I explain that I have and use air guns, I am careful, will not shoot around the animals. Always, I am on my best behavior.
Sometimes the farmer will ask can you kill anything with that thing? I get the gun out of the back of the truck ( why is it there?), shoot a couple pellets, "THEN" offer to let the farmer shoot it an hold it. The old saying goes, you draw more flies with sugar than vinegar.   
 
Turned away "ONCE". One farmer offered to buy all the pellets I  need to kill every ground squirrel on his property. He was riding by and stoppedto tell me I was on private property. When I explained that the owner had given me permissin to hunt the property and I had been hunting thte property for a couple years he asked if I would hunt his property.
