Like new Tikka Super Varmint in 223.  Stainless, adjustable comb, detachable box mag, pic rail, dual studs up front, super nice shape, less then 50 rounds fired.  These are hard to find.  800 bucks plus ship.  Cant link to site, but it is on GB, search for Tikka Super Varmint,this is the only one in 223. Scope and bipod not included, but the Elite 4200 6-24x40 Side Focus is for sale as well.

You would need to ship that through a licensed firearm dealer correct?

yep.  Just moved to CO but have found an FFL already. 
 
Im not sure why these rifles are so hard to find right now.  Tried to do a comparison search and not finding any out there really.  Makes me wonder if I should sell it ...
 
Shipping costs should be around 20 bucks, I cover the ffl transfer part of it from my end, you would still have to pay transfer on your end, but no sales tax.

One reason is that it has a 1x8 twist rate, and a magazine that won't let you seat the bullets out for 75 gr Amax. -- but thats a good price.

I do not believe they make that model any longer only the blue one so you might want to keep it.  The standard light barrel stainless is in the $600 range now so for two hundred more with a built in rail it sounds very fairly priced to me.
