I have a pre 64 model 70. I'm going to put a Bushnell Elite 3200 3X9X40 on it. Could someone recommend some decent rings & bases for this combo.

I would get low Talleys.  http://swfa.com/Winchester-C2572.aspx - http://swfa.com/Winchester-C2572.aspx

I second the Lightweight Talley one piece suggestion.  You remove one possible problem by going to a one piece ring / base like this. I would however pay the difference to go up to either a Bushnell 4200 or a Zeiss Conquest they are worth the difference.

I called SWFA today and now I'm a little confused on the one piece Talley's. I told them what scope and what gun ( pre64 M70 30.06 ). The ones they told me to get are for express calibers. I interpret it differently from the web site. ( different rear hole spacing ). Anyone know the correct spacing for my rifle?

+3 on the talley's. the best advice I can offer on your rear hole spacing is to measure it, from center to center. it seems to me that the pre 64 standard calibers were .435, but my memory is not what it used to be and Im not 100% positive. for the scope you want to mount you should be fine using the regular mounts, but the key word there is "should".
