I understand the benefits of nitrogen filled but will non-nitrogen binocs always fog up in cold weather?

I'm almost embarrased to ask but if I remove the eye pieces from a binoc, put everything into a baggy, suck the air out, and then at my local tire dealer pumped the bag full of nitrogen and reaassemble the eye peices with the baggy sealed, would I have in affect at least replaced the majority of the air  inside with a decent percentage of nitrogen? Thanks.

Not necessarily.   Fogging is usually caused by the difference in temperature between two different locations and how fast the binoculars are thrown into that difference.   Even binoculars with a nitrogen filling can fog or get condensation on the lenses.   While gas filled optics are much less likely to fog, the best way to prevent fogging is to allow the binoculars to slowy adjust to their new environment, or just keep the binoculars in the environment their going to be used in.  If neither can be accomplished then the fogging will usually clear after the difference in temperature has settled,  assuming there is no moisture inside your binoculars.  This is a different problem than not having gas filling.

Hope this helps.
