Is this a good kit to get started mounting scopes with?  If not, is there a better one?  Thanks.

I have the 1" and the 30mm.  Use them for every scope I mount, every time.  Excellent tools...

I have both the 1" and 30mm Wheeler kits and they have their use, however they are not the most important tool I have for mounting scopes IMO.  The Wheeler kits are very good at aligning the rings when you have one of 2 different kinds of bases; Redfield type with the adjustable windage screw on the rear base and dual dovetails where you twist the rings in.  They will assure that you have the rings aligned and not put stress on your scope tube.  They will also let you know if you have a problem with base or ring alignment and might need to bed the bases, redrill the base screw holes or lap the rings.
 
However I mount a lot of scopes of my own and for friends and I have not had any of the above problems yet.  Base screw holes are very seldom out of alignment and quality rings like Talleys, Warnes and others are well made and align themselves perfectly for the last 20 or more scopes I have mounted. 
 
What I do find indispensable for scope mounting is a torque wrench and the EXD Device.  Wheeler makes a good torque wrench for casual use like ocassional scope mounting

then while the gun is uncanted you aim the rifle out the window or door to a distant level object (I use a 4' level on a fence 30 yd out,distant building edge or rope with weight on the end will work also) and rotate your scope till the reticle is level with the verticle or horizontal object.  If you have the EXD bubble level and the reticle level then slowly lock the ring screws down, alternating from side to side until everything is perfect.

I bought the level, level, level and while it's usable, you can do just as well with a torpedo level and like Sako said a 4'level.

Seems a tad overpriced to me.  I assembed my own kit for less. 
 
Those pointy ended alignment indicators are not as handy as you might think they are.  They will not show angular misalignment and small amounts of misalignment of any kind is really hard to see. 
 
I have never used one of those torque drivers so cannot commnet on them with any authority, but it looks cheaply made.
 
The lapping bar and handle look OK, maybe a tad short though.
 
The assortment of driver bits are a dime a dozen at any hardware store.
 
If it was in the $45.00 to $55.00 range it might be an OK value.

I sprung for the Brownells T handled torque wrench. Pricey but appears well made and works with their bits. Wanted it for torquing screws in actions etc as well as scope mounting. Wheeler has a little level set that works fairly well. A bubble sits on the scope elevation cap and another on the action. Don't use this one much, just the one on the cap. Seems to work as well as anything I've found. I end up eyeballing quite a few of them and can get pretty close usually.

The pointed bars are useless. There is no way to precisely indicate alignment with those fishing weights. I bought the kokopelli acurizing kit , a great system if you don't want to use the Burris sig rings. In my opinion the sig rings are the only way to go.
