I have the above problem with an older Fujinon which is otherwise in perfect condition. The coating has become sticky and seems almost to be melting in one area.  I have had no luck with attempting to clean with rubbing alcohol and am reluctant to blindly try various substances. 
Does anyone have suggestion for removal and  recoating?  Thanks.

Use mildly diluted muriatic acid on a cloth and brush with an old tootrush or small metal brush. You must take great precaution as you do not want the acid on the lens itself. After you strip the coating I would go with duracoat. Good luck trying to get any customer service from Fujinon... They could care less about customer service, I know from personal experience.  I don't think they make or sell spotting scopes anymore. Good Luck....
