Probably not.  You are going to need some good glass to get to 400 yards.  I would suggest you look through the Barska.  I think you will be sorely disappointed.

The thing to remember when it come to optics is that the higher the magnification the better the glass has to be.  As the power goes up that is when you will see flaws in the glass.

You will find some great buys in the optics world.  There are binoculars and scopes that will perform to 90-95% of what the big expensive (Zeiss, Leica, Swarovski) stuff will do and do it for a lot less money.  But a lot less still is not going to be cheap.

If I was looking for a spotter I would check this sights "Sample List"
http://www.samplelist.com/default.aspx?prod_type=4&hide_sold=False - http://www.samplelist.com/default.aspx?prod_type=4&hide_sold=False

The bushnell on the list would be a lot better then the Baraska your looking at.

Also, looking for a good solid used scope on ebay may be an option as well.  400 yards is a long ways to see little holes in paper.  So optics are going have to be pretty good.  Do you need the scope to be water proof?  If not, Nikon made a good scope several years ago "earth and sky" I bellieve as well as the Baush and Lomb Discoverer had good glass as I recall.  You can also use the targets that turn flouresent holes when punched that will help as well.   Good luck
