Looks like it attaches something probably a starlight scope to a carry handle M4 or M16A2. Looks quite sturdy since the screws surround the carry handle. Obviously set up for two different heights probably one works better on one gun than the other. While it appears to be well made it has to date back prior to flat top guns because it is a clumsy beast and way too high for good cheekweld.  Leaves me thinking Vietnam era starlight scope mount.

The clamps fit around the smallest part of an m-4 where the 203 mounts but theyre to wide to fit the area of a standard m4 profile barrel.  I believe its a mount for NV, but for which one I don't know.  It doesnt mount on a handle of a rifle and m4's were not used during vietnam.  Whatever it is its still being used by naval special warefare, but for what i don't know

I imagine it fits well on a lightweight barrel, but Im not sure what diameter those are.
