I've encountered a few guys who use it, and like it. It's a relatively "slow" burner though, suitable for only the very heaviest bullets in the two cartridges in question. It will work with the lighter ones , but you probably won't achieve the velocities you could get with slightly"faster" burners. Take this advice with a grain of salt , it's all off the top of my head.  I've never used  this propellant, personally.

i see they only have data for it for the heavier bullets, 140-160 in the .270 and 150-175 in the .280 but the thing i am looking at is the lack of pressure this powder builds intresting. i realize its more suited for a magnum case, but im thinking in terms of filling these cases to achieve better accuracy.

I've tried 7828 in different guns mainly for the heavier bullets, works good.
7828 SSC could compare to  H4831 SC (a little slower burn rate) , H4831 Sc is listed in Nosler's manual for 130 gr. in 270, a friend of mine uses it in his 280 improved.
They are the powders i use to push a 100 gr. in my 243 wssm work real well .
Start low and work up, try different powders, primers and bullets and remember the fun of the game is to find that one special recipe that will give you that one ragged hole  !

Try it with the 140s in your new .270 as long as you have data for it.  I don't think I would buy a box of 160s  just to use that powder unless you plan on using them regularly anyway. What's your barrel length?

What powder do you use in your 280?
A 280 is on my want list, but that changes real regular!
Imr 4350 would be my 1st choice for them.
