Will two scopes of the same brand and model have identical optical quality if they are of different power ranges?

i.e. Zeiss Conquest 4.5-14x44 vs 6.5-20x50

Not necessarily, but the Conquests I have seen are pretty consistently great over the entire range of models.

Usually a higher magnification will require better glass to give the same image quality. Higher magnification brings out the imperfections that a lower magnification does not.

But with the Conquests I have seen in the 6.5-20 range have a good image. And what kept me from purchasing one was the limited E/W range.

It is not easy to give an answer.
1.  Yes, a higer power demands a better correction of the optical system. It depends on the strategy chosen for the optical design: a more complicated system with the best optical quality (and more expensive) or a less complicated, similar to the system used for the lower power, but not as good as this one.
2. For the same brand and model, the optical designer (engineer) may not be the same.
