OK, I am looking into getting best bang for my buck, optics wise. No doubt the latest Euro variables have pretty good optics, but the attraction of the fixed power is better optics for less cost. With the high end scopes, can the human eye resolve the optical difference between a fixed power scope, say 6x42 or 8x56 and a similar sized variable set at the same power?

There is no simple answer to this question.  It all depends on the particular scopes in question.

For top end scopes, I doubt you will see any difference with a human eye.

At lower end, you might.

I'm not even sure most of us could tell the difference between fixed and variables in lower-end scopes, especially in average hunting conditions.
 
In theory fixed scopes should be brighter, simply because they typically use fewer lenses. Thus there are fewer air-to-glass surfaces. I've seen this difference when testing scopes with my chart at night, but it certainly isn't much, in most cases about as little the optical differences between top scopes that so many hunters obsess over.
