The link is to a review by S. Ingraham on older Docter binos.

One statement in this review is interesting.  He states the binos are not very bright, yet have a good low light performance.  He also states that European optics (this was in the 90's) are engineered for lower light more typical in Europe than the US.

Coatings are usually optimized for a particular wavelength range (the thickness of the layers correlates to the wavelength of light you want to pass through).  As it gets later in the day and darker the spectral distribution of available light changes (toward the blues, I believe).  Optimizing the coatings for that particular wavelength range will make the binoculars have comparatively low light transmission in the middle of the day (dominated by yellow/red end of the visible spectrum) and high light transmissio in the low light (doinated by blue end of the visible spectrum).
