I am wanting to know if anyone has used one of these or could tell me about them, like are they a true 30mm scope of just a 1 inch scope in a 30mm tube, and are they a really good scope or just an expensive scope?

I used a Monarc Gold, 1,5-6x42 on my 375 Ruger for a while.
In my experience it is a lot of scope for the money, and I had no problems at all with it.

I do not know what you mean by a " 1 inch scope in a 30 mm tube"?
As I understand it a 30 mm tube gives more in way of adjustments, but nothing in regard of "more light passing trough" as some tend to think.

The scope was sold as a part of a deal, but I would not hestiate buying another one of needed.
Espesially the 4 inch eye relief is a good thing on a hard kicking rifle.
